Kansas City Water Line Mandates Driven by New EPA Rule for 2026

According to Kansas City plumber officials, residents are responsible for the water line from the connection at the street main to their property line, including the feeder shutoff valve. KC Water, meanwhile, will remain generally responsible for repairs to the main water line. John the Plumber’s Hunt adds: “If a leak occurs, a homeowner may need to hire a plumber to locate the leak; if it is determined to be on the city’s side, KC Water will typically fix it.”

With regard to the EPA Lead and Copper Rule Improvements implementation, during which water utilities are required to remove all lead service lines and begin notifying affected customers, the effort is being supported by federal funding through the Bipartisan Infrastructure Law to help communities with inventory and replacement projects. Further, all water utilities were required to submit an initial inventory of their water lines to the federal government in late 2024.

Local plumbing experts like Hunt point out that KC Water’s lead service line replacement program will be ongoing, with John the Plumber representatives advising customers to prepare to be notified by KC Water regarding the status of their service line and any planned replacement. The company is also advising owners of older homes to budget for potential water line issues, informing them that the average cost for repairing a main water line can range from hundreds to thousands of dollars, depending on the severity.

“Some homeowners choose to purchase a service line warranty from a private company to cover potential repair costs, and this may help with the costs for repairs on the portion of the line that is their responsibility,” concludes Hunt.

It is recommended that homeowners check their insurance policy to see if it includes coverage for buried utility lines.
