Leading TMT consultancy and market diligence firm ATLANTIC-ACM announced the winner of the 2025 U.S. Wholesale Service Provider Excellence Awards based on the 28^th annual U.S. Wholesale Report Card study. The awards are based on detailed reviews from ~350 unique customers who rated each of the providers from which they currently buy services. Most respondents rate multiple carriers resulting in a total of 1,450+ carrier specific evaluations, rating each operator across numerous service and product categories.

The U.S. Wholesale study covers metro and long-haul wholesale services across several different voice and data products. The study provides quantifiable metrics on current wholesale trends and real-time insights into evolving purchasing dynamics and priorities. It enables carriers to benchmark their performance against the broader U.S. wholesale industry and key competitors, helping them identify operational and product strengths and weaknesses, refine their value proposition, and uncover new areas of opportunity.

Network Performance was ranked as the leading factor in wholesale customer buying decisions, followed by Network Security, Price, and Service Delivery. SLAs ranked higher in this year’s study, surpassing ease of doing business, while customer service rankings fell compared to 2024, though it remains a key buying priority. In 2025, respondents’ expectations for increased spending are highest for Wavelength, Dark Fiber, Broadband, and Ethernet, while Private Line continues to decline. Among secondary wholesale products, Colocation maintains strong penetration. Security offerings such as DDoS Mitigation, Threat Management, Managed Firewall, and Cloud-Based Firewall show the strongest intent for future purchases.
